Bowhead seeks a Junior Emergency Management Analyst to support the Architect of the Capitols (AOC) Emergency Management program. This position is on-site on Capitol Hill in Washington, D.C. and may be filled from 6:00 am 2:00 pm or 10:00 am 6 pm.
Responsibilities Specified tasks include but are not limited to:
- Provides on-site support to the AOCs Emergency Management program.
- Develop Job Action Sheets, Quick Reference Guides and Occupant Emergency Plans for Office Emergency Coordinators (OECs) and AOC Offices as needed and as directed by Office of the Chief Security Office (OCSO) government staff.
- Engage regularly with AOC Office and Jurisdiction OECs, based on their preferred schedules.
- Identify risks/issues and success stories impacting the Jurisdictions emergency preparedness posture.
- Identify new Points of Contact within the offices/jurisdictions, and new Office Emergency Coordinators.
- Identify training opportunities within the Jurisdiction and promote upcoming AOC-wide training and drills.
- Advise Jurisdictions on Emergency Management initiatives, policy, and requirements, assisting in implementation where necessary.
- Observe and support Jurisdiction drills and exercises.
- Draft or provide inputs to Test Training and Exercise plans and After-Action Reports when needed or directed.
- Assist in the design, development, and execution of emergency preparedness exercises (tabletop, functional, and full-scale exercises).
- Maintain OCSOs Exercise Calendar at the direction of the TT&E Lead.
- Review and Revise Jurisdiction Emergency Action and Response Plans (EARPs).
- Support the Logistics Lead to complete a periodic inventory and validation of emergency escape hoods and victim rescue units to ensure hood-to-employee ratio is maintained.
- Provide and publish Daily Situational Awareness Reports to include pertinent information regarding activities across the Capitol Hill Campus.
- Generate daily weather forecast and briefing based on open-source public weather data. This report can/may be updated more frequency in the event of severe weather conditions affecting operations.
- Create and maintain an activation checklist for the Capitol Hill Unified Command Center/Emergency Operations Center.
- During Unified Command Center/EOC activations, perform as the Situation Unit (or other positions as directed by the Government Lead) to provide a Situation Report at set intervals to the EOC Manager and Emergency Management Coordinator.
- Collect and consolidate accountability reports, supporting Jurisdictions in gathering accountability information, and compiling a comprehensive accountability status for AOC leadership during emergency incidents.
- Act as primary watch standers in the EOC from 6:00 am to 6:00 pm, Monday through Friday.
- Monitor available information feeds and distribute that information as directed by government leads.
- Trigger alerts to AOC leadership through government leads based on identification and prioritization of critical information requirements.
- Issue necessary alerts and notifications to AOC staff through government leads and external partners, as required, ensuring prompt response to changing conditions.
- Support inventory validation of emergency supplies, as required.
- May be required to support EOC surge staffing during planned or unplanned events such as National Special Security Events, concerts, severe weather, or police activity. This requirement may occur outside of or in addition to regular working hours including nights, weekends, and Federal Holidays.
- Other duties as assigned.
Qualifications - Associates of Science degree in Emergency Management, EMT certification, Firefighter, Police, Paramedic, Emergency dispatcher, ER nurse experience and other certifications considered as well.
- 2+ years of experience and familiarity with FEMAs Incident Command System (ICS), or formal training in any Emergency Management discipline.
- Must possess certifications in IS-100, IS-200, and ICS-300 or able to attain certifications with 120 days of employment.
- Experience with the Homeland Security Exercise and Evaluation Program or equivalent exercise and training program experience highly preferred.
- Familiarity with WebEOC, Blackberry Adhoc or similar alert/notification systems, and other communications equipment a plus.
- Proficiency with Microsoft Office software including MS Word, MS Excel, MS PowerPoint and SharePoint.
- Must be able to interact appropriately across the AOC mission areas to collect and identify risk areas and training opportunities.
- Soft skills, including but not limited to, maturity, patience, composure and an understanding of decorum.
- Must possess professional candor, the ability to maintain lateral and hierarchical accountability, and drive toward a unified mission.
Physical Demands:
- Must be able to lift up to 25 pounds
- Must be able to stand and walk for prolonged amounts of time
- Must be able to twist, bend and squat periodically
SECURITY CLEARANCE REQUIREMENTS: Obtain a favorable screening/background check from United States Capitol Police (USCP) (Form CP-491) prior to starting work. Full time employment may begin after obtaining a favorable screening/background check from United States Capitol Police. Your continued employment will be contingent upon maintaining it through the duration of your employment.
