The person in this position will be responsible for developing, aligning and driving a Department of Community and Human Services (DCHS) people strategy to promote employee well-being and a welcoming and inclusive environment/culture. The person in this position will report to the Deputy Department Director and will be a member of the DCHS leadership team.

This role ensures strategic implementation and alignment of initiatives related to human resources (HR), Equity, Inclusion and Belonging (EIB) and personal and career development. The person in this role will be responsible for several important initiatives/efforts, such as advancing recommendations from the Sista Let’s Talk and Black Women’s Experience reports, identifying and delivering training plans/needs and resources, data development and transparency, and employee onboarding improvements.

WORK SCHEDULE/CONDITIONS:

This position is exempt from the provisions of the Fair Labor Standards Act and is not eligible for overtime. Typical hours are Monday - Friday, 8am - 5pm. This position is not represented by a union.

MISSION CRITICAL POSITION STATUS:

This position has been designated Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. REMOTE AND ONSITE WORK DETAILS: Employees in this role work remotely from a home location, with onsite reporting requirements. The frequency of onsite work is determined by business needs and may be adjusted accordingly.

REMOTE WORK LOCATION REQUIREMENT: Employees must reside in Washington State and be within a reasonable distance of King County worksites to meet onsite reporting requirements.

  • Provide leadership and work in partnership with senior leaders, the Human Resources Manager and the Equity, Inclusion and Belonging Manager to gain an understanding of needs and develop and implement effective strategies focused on overall organizational health (e.g., hiring, training, conflict resolution, team building, etc.).
  • Regularly monitor/evaluate the progress of DCHS’s people strategy. Use key performance indicators and metrics to assess and report out on outcomes and effectiveness, especially in promoting equitable hiring, recruitment and retention. Collect feedback from employees and partners to make continuous improvements to the strategy.
  • Identify gaps and areas for process improvement. Provide recommendations and implement changes/improvements (with a strong change management focus) for Equity, Racial and Social Justice (ERSJ) efforts, recruitment, data and analytics, leave management and employee and labor relations.
  • Develop and implement approaches to assess and improve employee engagement and satisfaction. Partner with leaders in other departments (Department of Human Resources, Office of Equity Racial and Social Justice) on best practices.
  • Supervise and direct the work of others, including but not limited to assigning work, monitoring quantity and quality of work, ensuring deadlines are met, training, and performance management. Be a champion of equity, cultivating a culture that allows all members of the team to contribute and thrive.
  • Serve as a trusted adviser around various topics to senior leadership.
  • Perform other duties and projects as assigned.
  • Strong analytical skills, including quantitative and qualitative analysis. Ability to translate metrics, research and trends into strategy and improvement opportunities.
  • Strong organizational and project management skills with an ability to meet deadlines and work under pressure with multiple competing priorities.
  • Ability to maintain confidentiality and use discretion when handling sensitive situations and information.
  • Demonstrated skill in conflict management and facilitation.
  • Deep knowledge of, and proven implementation of equity, racial and social justice principles and practices and human resources policies and practices.
  • At least five years of increasingly senior experience in managing, interacting, recruiting, and promoting accountability with and within diverse staff teams.
  • Demonstrated experience and skill in key leadership behaviors: Make ethical decisions; Envision, build and sustain equitable teams and policies; Value getting it right over being right; Cultivate shared consciousness; Communicate and coach with humility and candor; Shape conflict to yield connection; Write simply and powerfully; Lead with love.
  • Excellent oral and written communication skills. The ability to clearly present information to a range of audiences and to coach others on communication skills.
